Traditional aptitude and intelligence tests, education and even references do not predict job performance.
Some competencies are obvious, like skills & knowledge. These tend to be easier to develop and so are less crucial at recruitment time.
Other competencies are less obvious, like personal attributes, values & motivations. These tend to be more difficult to develop (like teaching a turkey to climb a tree) and so it makes sense to recruit these.
